Le budget 2012 de l’UE placé sous le signe de l’austérité

Le 25 juillet, le Conseil a adopté sa position sur le budget de l’Union européenne pour l’exercice 2012. Il y tient dûment compte des difficultés économiques rencontrées par de nombreux pays de l’UE, qui ont pris d’importantes mesures d’austérité.

Le Conseil ramène de 4,9 % à 2,02 % l’augmentation des dépenses proposée par la Commission par rapport à 2011. Avec un taux d’inflation qui devrait s’établir à 2 %, cela équivaut à un gel du budget en termes réels. Un examen attentif de l’exécution budgétaire passée montre que le Conseil a réduit le montant des paiements de 3,65 milliards d’euros au total.

Malgré cette rigueur, le Conseil attache une grande importance au financement des priorités de l’UE, comme la mise en œuvre de mesures visant à contrer les effets de la crise et à favoriser l’emploi et la croissance, ainsi que le développement rural.

Pour donner l’exemple, le Conseil plaide pour que le montant total des dépenses administratives de l’UE (immeubles, maintenance, réunions et rémunérations) n’augmente que de 0,5 %. Par ailleurs, le Conseil réduit ses propres dépenses administratives de 5,45 % par rapport à l’exercice en cours. Les dépenses administratives de l’UE représentent au total quelque 6 % du budget de l’Union.

La position du Conseil tient lieu de mandat pour la présidence polonaise en vue des négociations à mener avec le Parlement européen, qui devrait adopter sa position à la fin du mois d’octobre. Si le Parlement rejette la position du Conseil, une procédure de conciliation d’une durée de trois semaines sera engagée le 1er novembre.
