Nuova Costituzione UE: la firma il 20 novembre a Roma

“Si ritroveranno il 20 novembre a Roma, nello stesso palazzo e nella stessa sala in cui fu firmato il trattato del 1957 della Comunità Europea”.
Lo ha annunciato a Parigi il Presidente del Consiglio nel corso di una conferenza stampa congiunta con il Presidente Francese Jacques Chirac, il quale si è “felicitato della decisione unanime di firmare questo trattato a Roma”.
Una costituzione per l’Europa
In vista della firma a Roma il prossimo 20 novembre, il Trattato che contiene la costituzione europea deve essere messo a punto dai giuristi-linguisti del Consiglio Europeo nelle 21 lingue nelle quali esso sara' autentico in base all’articolo IV-10 del Trattato stesso.
La messa a punto è iniziata alla fine di giugno e si concluderà entro la fine di ottobre 2004.
Il testo della costituzione europea è disponibile al momento in lingua inglese e francese e, comunque, tale versione, curata dal Segretariato della Conferenza intergovernativa, è stata pubblicata per venire incontro alle esigenze informative dei cittadini europei.
Si tratta di una versione consolidata provvisoria del documento CIG 50/03, dei suoi corrigenda, e dei documenti CIG 81/04 e CIG 85/04 approvati dalla Conferenza intergovernativa il 18 giugno 2004 a Bruxelles.
Il Segretariato ha inserito nel testo pubblicato le modifiche frutto dell’accordo preso il 18 giugno scorso, riguardanti la definizione della maggioranza qualificata nei casi in cui solo alcuni membri del Consiglio hanno diritto al voto.
La Conferenza intergovernativa ha stabilito di procedere a una numerazione progressiva, in numeri arabi, del testo della Costituzione, con l’intesa che, per sottolineare la divisione del testo in quattro parti, i numeri arabi saranno accompagnati da un numero romano corrispondente a ciascuna delle quattro parti.
