Il Consiglio discute di istruzione: investire nelle competenze

A sostegno del semestre europeo 2014, i ministri dell’istruzione dell’UE hanno adottato conclusioni su un'istruzione e una formazione efficienti e innovative per investire nelle competenze.

I ministri hanno sottolineato che i sistemi di istruzione e formazione dell’UE dovrebbero svolgere un ruolo fondamentale nel garantire che i giovani e gli adulti poco qualificati possano acquisire capacità e competenze che corrispondono alle esigenze dell’odierno mercato del lavoro.

Al fine di incrementare la visibilità dell’istruzione e della formazione nell’ambito del semestre europeo 2014, il Consiglio ha convenuto di concentrarsi sugli aspetti seguenti:

agevolare gli investimenti a lungo termine nella modernizzazione dell’istruzione e della formazione e nello sviluppo di competenze
fornire competenze migliori e più pertinenti a tutte le fasce d'età
facilitare la transizione dalla scuola al lavoro, in particolare promuovendo programmi basati sul lavoro
continuare a modernizzare e migliorare i metodi didattici e sfruttare appieno le opportunità offerte dall’apprendimento digitale.
Nelle conclusioni si invitano gli Stati membri a adottare politiche d'istruzione e di formazione efficaci e inclusive che tengano debitamente conto delle necessità dei discenti provenienti da ambienti svantaggiati e a integrare forme di apprendimento digitale nell’istruzione generale.

Le conclusioni rappresentano una prima risposta agli aspetti relativi all’istruzione dell’analisi annuale della crescita per il 2014, che segna l’inizio del semestre europeo, e ai risultati di due recenti indagini dell’OCSE: PISA e PIAAC.
