Libia: l'UE revoca le sanzioni a carico di una persona

Il Consiglio ha deciso oggi di non mantenere Khalifa Ghwell, ex primo ministro e ministro della Difesa del Congresso nazionale generale della Libia non riconosciuto a livello internazionale, nell'elenco delle persone ed entità oggetto di misure restrittive dell'UE in considerazione del loro ruolo in atti che minacciano la pace, la stabilità e la sicurezza della Libia, o che ostacolano o compromettono il positivo completamento della transizione politica del paese.

Khalifa Ghwell è oggetto delle misure restrittive dell'UE (divieto di viaggio e congelamento dei beni) dal 2016 e il suo attuale inserimento in elenco scade il 2 aprile.

Le misure restrittive dell'UE sono intese a indurre un cambiamento nella politica o nell'attività delle entità e delle persone responsabili di comportamenti pericolosi e sono proporzionate, mirate e non punitive. La cancellazione dall'elenco è opportuna quando i criteri che hanno giustificato l'inserimento in elenco non sussistono più.

Per il futuro, l'UE continua a esortare la comunità internazionale e tutti gli attori pertinenti in Libia a conformarsi a tutte le risoluzioni del Consiglio di sicurezza delle Nazioni Unite e, a tal proposito, ricorda il proprio strumento di sanzioni contro eventuali elementi di disturbo.
